Benefits
The city of Las Vegas currently offers a comprehensive benefit package for all regular, full-time employees with a value equal to approximately one-third of their salary. Part-time employees are provided with some benefits on a pro-rated basis.
Employer-paid Retirement
The city participates in the Nevada Public Employees' Retirement System (PERS) and pays 100% of the required contribution of 19.75% of pay into the plan, as required by state statute. The city does not participate in the federal Social Security System, but does contribute to the federal Medicare program.
Health Insurance
The city pays 100% of the premiums for employee medical, dental and vision premiums. For dependents, the city covers 50% of the premiums, with the employee providing the other 50%. The city is self-funded and medical coverage is provided by Cigna, a Consumer Driven Health Plan (CDHP); the Sierra 2000 Plan, a Preferred Provider Organization (PPO); or Health Plan of Nevada, a Health Maintenance Organization (HMO). The dental plan offers both PPO and non-PPO plans through Cigna Dental and the vision plan is administered by Cigna.
Life Insurance
Basic life and accidental death and dismemberment insurance is provided by the city to the employee free of charge. Additional life insurance for the employee and his/her dependents is available from Western Insurance Specialties. Payroll deduction is available.
Disability Insurance
The city of Las Vegas provides long term disability insurance at no charge to its employees. The plan pays 60% of monthly base salary up to a maximum of $11,000, after a waiting period of 90 days of disability. Benefits continue for up to two years if the employee is unable to perform his or her own job and continues indefinitely if the employee is disabled from all jobs.
Deferred Compensation
Employees may utilize two plans, administered by third parties, in which to set aside pre-tax funds for retirement on a voluntary basis. Federal law sets the contribution limit and, for 2008, it is 50% of taxable income or $15,500 per year, ($20,500 for employees over 50 years of age), whichever is less.
Educational Assistance
The city of Las Vegas reimburses employees for job-related course tuition based on credit hour fees of the University of Nevada, Las Vegas (UNLV). A grade of "C" or better is required.
Employee Assistance Program
The city of Las Vegas provides employees and their families access to confidential, professional counseling assistance. The program is administered by a third party, offers 24-hour crisis intervention and three visits per year at no charge. Additional sessions are covered under the regular health insurance plan.
125 Flexible Benefit program
The 125 Flexible Benefit program offers several alternatives. Dependent insurance premiums may be paid with pre-tax dollars; employees may elect to have dependent child care and unreimbursed medical expenses deducted from their pay on a pre-tax basis, with reimbursement for those expenses provided after receipts are submitted to a third party administrator (as allowed by IRS code); and supplemental cancer/intensive care, short-term disability and accident insurance are offered for purchase.
Vacation and Sick Leave
Regular employees accrue 4 hours of sick leave per biweekly pay period, for an annual total of 13 days. It accumulates from year to year with no cap. Annual leave accrual is based on the employee's employment status (appointive, represented, elected) and the number of years the individual has been an active city employee. Annual leave accrues from the first day worked, and employees are eligible to take annual leave after completion of 6 months continuous full-time service. The minimum annual leave available is 10 days per year, and accrual increases with years of service.
Holidays
Employees receive 11 holidays each year plus a birthday holiday.
